Robert Picardo wurde am 27. Oktober 1953 in Philadelphia, Pennsylvania, USA geboren.
Nach der High School begann er sein Biologie-/Medizinstudium, bemerkte jedoch ziemlich schnell seine Vorliebe für die Schauspielerei und machte daraufhin 1974 seinen Abschluss im Fach Schauspiel.
Er ist verheiratet und hat zwei Kinder. Einem Größeren Publikum ist er auch in seiner Rolle als Holographischer Doktor der USS Voyager aus Star Trek bekannt
